UPDATE ON FILMING ACCESS AND INCENTIVES

The Film in Malaysia Incentive (FIMI) is open and offering 30% to up to 35% cash rebate for eligible production and post-production activities within Malaysia. Please contact IMS representatives for more information on application process and requirements.

Entry into Malaysia for non-resident crew and cast is allowed, as Malaysia has reopened its borders for international travellers since April 1st, 2022. Please contact IMS representatives for more information on work visa and recce/scout applications, as well as information on production services.

In addition, in the unlikely event of a required production hiatus due to quarantine or lockdown requirements imposed by the Government due to Covid-19 (“Disruption Period”), IMS and our partners are offering the following

  • Free extension of contracted IMS facility/services for the Disruption Period added to the period of hire.
  • Free extension of contracted IMS equipment rental for the Disruption Period added to the period of hire.
  • Complimentary extension of rooms for all affected cast/crew at our partnered Hotel.

Other requirements on the entry requirement remains unchanged. The requirements include:

1. All passengers traveling into Malaysia are required to undergo 14-day mandatory quarantine at dedicated quarantine centers upon arrival at Kuala 
   Lumpur International Airports (KLIA 1 & 2) and bear the cost for quarantine as determined by the Malaysian Ministry of Health. The 14-day quarantine
   requirement upon arrival at KLIA Studios is also applicable for passengers with domestic connections to Peninsular Malaysia.

All foreign nationals including Malaysian Permanent Residents are to bear the full cost of quarantine, amounting to RM4,700. Passengers are required to make payment to the officials from the Ministry of Health, Malaysia at the entry point. A payment Receipt is required for the check-in process at designated hotels.

The details of the quarantine charges for foreign nationals are as follows:

2. They are also required to present a signed of Letter of Undertaking and Indemnity (LoU) which are available from the following websites:

  3. Immigration Department of Malaysia: www.imi.gov.my
  4. Ministry of Health Malaysia: www.moh.gov.my
  5. Ministry of Transport Malaysia: www.mot.gov.my
  6. Ministry of Tourism, Arts and Culture Malaysia: www.motac.gov.my

3. Notwithstanding the above, Reciprocal Green Lane (RGL) and Periodic Commuting Arrangement (PCA) pass holders from Singapore,
    including diplomats who are allowed for home quarantine are exempted from the quarantine charges.

4. Transit passengers to Sabah, Sarawak and Labuan must undergo a COVID-19 testing at the International Entrance prior departure.

5. All travelers (including Malaysians) are no longer required to undergo the COVID-19 test three (3) days before their flight to Malaysia. However,
    they are subject to a COVID-19 screening test upon arrival (which may take up to 3 hours).

6. Malaysians and foreigners returning to Malaysia are also required to download the MySejahtera application on their phones. The app is developed by the
    Government of Malaysia especially for Malaysians and Non-Malaysians returning or visiting Malaysia starting from departure, upon arrival, and during
    the 14-day quarantine. It is based on the standard operating procedures developed by the Malaysian government to manage the COVID-19 pandemic.
    Travelers may visit https://mysejahtera.malaysia.gov.my to download the apps.

Effective 15 September 2020, Malaysians who have exited the country during the Recovery Movement Control Order (RMCO) are allowed to return to Malaysia without seeking prior approval from the Department of Immigration Malaysia. This includes Malaysians coming from countries that are subject to entry restrictions or Long-Term Pass Holders.

As of 7 September 2020, the Government of Malaysia has imposed an entry ban on citizens of countries with more than 150,000 COVID-19 cases. Currently, the countries affected are Argentina, Bangladesh, Brazil, Chile, Colombia, France, German, India, Indonesia, Iran, Iraq, Italy, Mexico, Pakistan, Peru, Philippines, Russia, South Africa, Saudi Arabia, Spain, Turkey, United Kingdom, United States. Passengers from the aforementioned nations, however, are allowed to transit in KLIA within 24 hours.

Family members are advised by the government not to turn up at the airport as the passengers will be sent straight to the quarantine centres. Passengers may contact the National Disaster Management Agency at +603-8064 2400 or opsroom@nadma.gov.my / covid19operation@nadma.gov.my for any enquiries.

Effective 21 September 2020, the Government of Malaysia has allowed expatriates and their dependents, including foreign maids to expatriates who are holding a valid long-term pass and/or has obtained pass approval application to enter Malaysia.

The following are additional information in the guideline for the Entry Permission or Approval to Exit and Return to Malaysia:

1. Permitted Malaysia Entry Points:

  1. Kuala Lumpur International Airport (KLIA 1 & 2)
  2. Sultan Ismail International Airport, Senai, Johor
  3. Bayan Lepas International Airport, Penang
  4. Langkawi International Airport, Kedah
  5. Kuching International Airport, Sarawak
  6. Kota Kinabalu International Airport, Sabah
  7. Sultan Abu Bakar Complex (2nd Link), Johor (Entry by automobile)
  8. Immigration Checkpoint, Sultan Iskandar Building (BSI), Johor (Entry by automobile)

2. Charter approval by the Director-
    General of Immigration Department
    Malaysia (DGIM) is THREE (3) to FIVE
    (5) working days from the date of
    the application submission.
